In the world of Arpeggio of Blue Steel, global sea levels have risen dramatically, and a mysterious fleet of sentient warships known as the Fleet of Fog has blockaded the oceans, cutting humanity off from naval travel and trade. Kongou is one of the Fleet of Fog's most powerful battleships, possessing a Mental Model — a humanoid avatar that gives the vessel consciousness and personality. As a Fast Battleship of the Fog, Kongou initially serves as an antagonist, hunting the rogue submarine I-401 and its commander Gunzou Chihaya. Over the course of the story, her encounters with I-401's crew challenge her understanding of individuality and emotions.
