Once a promising Inspector, Kougami was demoted to Enforcer after his crime coefficient rose following a traumatic incident involving the death of his colleague at the hands of the criminal Shogo Makishima. Known for his sharp investigative instincts, combat prowess, and rebellious streak, Kougami operates on the edge of the law he enforces, driven by a personal vendetta against Makishima that puts him at odds with the system he serves.
