Deputy Chief Cabinet Secretary Yaguchi theorizes that a living creature is responsible, only for an enormous tail to rise from the water. As the creature dubbed Godzilla grows, mutates, and develops increasingly dangerous capabilities, Yaguchi assembles a task force of unorthodox civilian experts while conventional government efforts prove futile.
